82: The Age of Virginia Senator Charged in Cannabis Scam

A prominent state lawmaker faces racketeering charges and is in custody alongside six others amid a corruption probe.

An 82-year-old Virginia state senator has been taken into federal custody, marking a dramatic turn in her three-decade political career. The charges center on her involvement with a cannabis business and allegations that she used her political power to shield the venture from legal scrutiny.

Federal authorities have formally charged Louise Lucas with racketeering and a money laundering conspiracy. The indictment also includes a count for conspiracy to distribute marijuana. Lucas, who serves as the president pro tempore of the Virginia Senate, surrendered to agents on Thursday. She is currently in custody along with six other individuals, including family members.

The legal action was announced at a press conference in Norfolk by Attorney General Todd Blanche and FBI Director Kash Patel. Blanche argued that Lucas prioritized her own financial interests over the needs of her constituents. He stated that the Justice Department intends to prove she violated the trust of the people of Portsmouth and Chesapeake. "Her first duty should have been looking out for her constituents before herself," Blanche said. He added that the case is not politically motivated, urging the public to read the full indictment.

The timing of the charges, just 12 days before the midterm elections, has drawn sharp criticism from some political figures. Virginia Governor Abigail Spanberger noted that federal authorities have historically avoided major legal steps against political figures so close to an election. While Lucas is not running for reelection this year, she maintains strong ties to other Democrats on the ballot. "The timing of this indictment undermines the U.S. Department of Justice’s previously longstanding policy," Spanberger said in a statement. She emphasized that Lucas is presumed innocent until proven guilty and deserves a fair chance to present her defense.

Lucas has responded by asserting that she will not be intimidated by the federal government. In a social media post, she described the situation as an attempt to silence a great-grandmother who has spent a lifetime fighting back. The indictment alleges that the group used various business entities to hide profits from illegal marijuana distribution. It further claims Lucas leveraged her Senate position to insulate the enterprise from criminal review. In one intercepted call from February 2026, Lucas allegedly told a co-conspirator that this was their last chance for generational wealth, adding, "I’ve gotten too old to not be greedy."

The investigation began before the current administration took office, with a search of Lucas’s office and business in May. Lucas, who has been a leading voice for marijuana legalization, maintains that her store, The Cannabis Outlet, sells legal hemp and CBD products. While Virginia has legalized possession, retail sales of recreational marijuana remain prohibited. As the chair of the Senate Finance and Appropriations Committee, Lucas is considered the most powerful Democrat in the state. She recently led a Democrat-led redistricting effort to counter Republican map changes. Critics argue the timing aligns with these political battles, while officials maintain the charges are based strictly on financial misconduct.

Lucas’s career spans from being the first female shipfitter at the Norfolk Naval Shipyard to becoming the first Black woman elected to the Portsmouth city council. She has served in the state senate for 34 years and has led a business providing services for adults with intellectual disabilities. Her legal team and office were reached for further comment as the case moves forward.
